reassign_work

POST/entities/{entity_id}/records/{record_id}/work/reassign

The holder may hand it on; so may anyone whose grants let them assign the record's work. The new holder holds it at once. The operation declares no idempotency key: a repeated call emits its work.reassigned event and notifies again, so re-read the record before retrying.
